Rizwan leads THREON’s strategic and programme architecture, defining the orchestration logic, infrastructure sequencing frameworks, and system integration architecture through which infrastructure transitions are structured and delivered.

With a background spanning architecture, operations, and international advisory roles, he applies cross-disciplinary systems thinking to large-scale transformation, concentrating on structural coherence, delivery integrity, and long-term programme durability.

He shapes the strategic interface between sovereign institutions, delivery partners, and technical ecosystems, ensuring complex infrastructure environments operate within a disciplined and unified programme structure.

His focus is maintaining alignment between strategic intent, integrated execution, and sustained infrastructure performance at national scale.

With a background spanning regulatory environments, corporate governance, and strategic advisory roles, she brings experience navigating complex institutional landscapes and aligning public–private interests at scale.

She directs programme structuring, capital alignment, risk allocation, and institutional interface across sovereign engagements, ensuring economic coherence and mandate clarity from programme concept through execution.

Her work anchors governance design, structural finance positioning, ESG integration, and long-term institutional credibility across public, multilateral, and private capital environments.
